For gems found inside dungeons where you might be fighting NPCs - they can be knocked off their table, shelf, pedestal or whatever by spells, arrows, bodies running into them, walking over them etc. In such a case, you may need to return to the area after a few in-game days and hope that the item locations are reset back to where they were at initially. If somehow you are able to use mods these should do what you need,though I can't guarantee how they react when you've already found most of the stones No, there is no "ingame" way.
You can do a quick research for them on the web tho,and find the location yourself. Keep in mind that, there are stones that you may only have one chance to get, maybe during a quest or an event, so if you miss it, you won't be able to take all the 24 stones.
Knowing where to find each of the Stones is half the battle, but this info can easily be found online, for example in the UESP wiki mentioned by the OP, or on the Fandom Elder Scrolls wiki. Like other answers have mentioned, the harder part is often keeping track of which ones you've already found, because you're basically on your own for this.
